About the Publication
The Jockey Club Shining Together with Cross-Cultural Youth Project announces the publication of its latest Insights Report, titled Seeing the Unseen: Non-Chinese Youth Mental Health in Hong Kong and What It Demands of the System. The report aims to support evidence-informed discussion, stakeholder engagement, programme development, resource planning, and cross-sector collaboration in relation to non-Chinese youth mental health in Hong Kong.
Drawing on project data, programme implementation experience, youth and practitioner insights, stakeholder consultations, and relevant local and international research, the report examines the mental health needs and service experiences of non-Chinese youth, particularly young people from South Asian, Southeast Asian, and other ethnic minority communities.
It highlights that while Hong Kong has continued to strengthen mental health support, non-Chinese youth may still face barriers relating to language, cultural relevance, trust, service accessibility, and structural inclusion. It identifies the importance of culturally grounded, preventive, and community-based approaches, as well as the role of peer support, family engagement, school and community settings, digital platforms, and sustained relationship-building.
The report is intended for policymakers, funders, schools, NGOs, social service providers, researchers, community organisations, youth practitioners, and members of the public with an interest in youth mental health, ethnic minority inclusion, and culturally responsive service development.
Key Areas Covered in the Report
• the visibility and needs of non-Chinese youth within Hong Kong’s mental health system;
• barriers affecting access, trust, engagement, and service relevance;
• evidence on culturally adapted and preventive mental health interventions;
• the value of peer support and community-embedded programme models;
• structural challenges relating to funding, coordination, workforce capacity, and local evidence; and
• stakeholder-focused recommendations for strengthening culturally responsive youth mental health support.
Through this publication, the project team hopes to contribute to ongoing knowledge exchange and cross-sector dialogue on how Hong Kong can better support the mental health and wellbeing of non-Chinese youth.
