Project Overview
This project is a three-year initiative dedicated to addressing the rising prevalence of drug use among Hong Kong's Ethnic Minorities. Launched in September 2024, this project is led by the Mental Health Projects Team at the Division of Public Policy at HKUST and funded by the Beat Drugs Fund, the HKSARG. Our project mission is to develop culturally sensitive anti-drug policies and prevention efforts through comprehensive research and community engagement.
Background
The increasing incidence of drug use among Ethnic Minority groups in Hong Kong highlights the urgent need for targeted, culturally aware interventions. Historically underserved, these communities—particularly South Asians such as Nepalese, Indians, and Pakistanis—face unique challenges that require a nuanced approach. Empower aims to address these challenges by leveraging evidence-based research to inform effective prevention strategies.
Our Approach
Mixed-Methods Research
Over the first two years, we will conduct a detailed analysis structured into four key packages:
- Systematic Review: Evaluate existing research to identify gaps and opportunities.
- Policy Framework Development: Create a culturally sensitive public policy framework.
- Determinant Identification: Investigate factors contributing to drug abuse.
- Prevention Strategies: Explore key factors preventing drug abuse in high-risk groups.
Through surveys and interviews, we will engage 330 Ethnic Minority individuals to gather valuable insights.
Preventive Education and Publicity
In the final year, we will focus on outreach and education, benefiting 360 participants through:
- Educational talks
- Interactive workshops
- Radio broadcasts
Project Objectives

- Disseminate Information: Share anti-drug resources and support options widely.
This project is vital in addressing a critical public health issue and aims to enhance the well-being of Ethnic Minority communities in Hong Kong. By combining rigorous research with practical education and publicity efforts, we strive to deliver culturally sensitive recommendations that foster a healthier, safer society.
